Netcare’s ROW ONE Program is a mobile, intervention service in Franklin County designed to transport publicly intoxicated persons off the streets to a place of safety and shelter. Individuals served are provided education on resources available in the community. ROW ONE workers log more than 150,000 miles a year and transport approximately 1,500 individuals per month. Clients are transported to providers such as drug and alcohol treatment centers, homeless shelters, community mental health centers, hospitals or Netcare crisis sites.
ROW ONE workers are dispatched by Netcare’s Emergency Response Service:

Individuals, businesses, other community agencies may request ROW ONE services by calling 614-276-CARE (2273). Transports are prioritized on a case-by-case basis.
